Brownie Pts Tally System v1.0 (PoC)

Tracks total points of user (ie trivia games, user engagement games, etc etc and displays
the top "topUsersCount" users on leaderboard.
Admin-only permission commands for managing the point tally system.

Commands:
- "/pt @username": Add a point to the specified user's total.
- "/pt- @username": Subtract a point from the specified user's total.
- "/lb": Display the leaderboard.

Settings:
- Display leaderboard every "displayInterval" seconds
- Display the top "topUsersCount" users on the leaderboard
